Senior Specialist/Specialist - Consumer Regulations

Description

The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware.

Job Summary:


Possesses and applies comprehensive knowledge of consumer protection regulations to the completion of complex assignments. Gathers, analyzes, and interprets highly complex data related to consumer protection regulations and interprets proposed changes to those regulations. Monitors and evaluates trends and emerging issues pertaining to consumer protection regulations. Prepares and presents accurate and comprehensive conclusions, recommendations, and related reports. Briefs and advises business unit and department management on the identified issues. May review the work of less experienced analysts and provide training and leadership to promote professional development of staff. Leads or participates on related System projects or task forces.


Principal Duties and Responsibilities:


Plans and conducts in-depth research on highly complex issues related to consumer protection regulations with minimal supervision.


Monitors and evaluates trends and emerging issues pertaining to consumer protection regulations. Formulates recommendations and prepares reports for senior management in the unit, department, Reserve Bank, and System. 


Interprets proposed changes to regulations.Prepares reports for senior management and coordinates the unit's responses to the Board of Governors (BOG) when comments are requested. 


Leads or participates in the unit's outreach activities, including banker presentations and writing/editing articles for Compliance Corner.


Interacts professionally with bankers, attorneys, and staff members from other departments within the Bank, throughout the Reserve Bank System, and with the BOG on complex issues. 


Reviews examination reports and other documentation as part of the unit's quality control initiatives. 


Provides support to the field examination staff with regard to complex regulatory issues, including participating on Consumer Compliance/Community Reinvestment Act (CC/CRA) examinations of state member banks. 


Participates on Supervision, Regulation and Credit (SRC) or System projects and/or workgroups in a leadership or support capacity.


Supports other activities of the CCCRA unit.


Demonstrates effective Supervision, Regulation and Credit (SRC) Core Competency skills for grade and position.


Actively involved in the accomplishment of departmental and Bank-wide quality initiatives.


Complies with all applicable information security policies, guidelines, and practices.


Fulfills job duties and responsibilities in conformance with sound safety practices.


Performs other related duties as assigned.

Requirements

Education and Experience:


Bachelor's degree, or equivalent related work experience and education, is required.  A law degree is strongly preferred.


More than ten years experience working  with consumer protection regulations or a combination of experience and advanced education is required.


Completion of the examiner training program as specified by the Board of Governors (BOG) is strongly preferred.


Knowledge and Skills:


Comprehensive and current knowledge of all consumer protection laws and regulations.


Excellent oral and written communication skills.


Strong organizational, problem solving, interpersonal, and analytical skills.


Ability to work independently; strong time management skills.


Excellent PC skills using standard Bank word processing and spreadsheet applications.


Other Requirements:


Periodic participation on bank examinations or bank holding company inspections and on System initiatives, which may require overnight travel.


Physical Requirements:


None
